Here’s how to send one or all emails from Outlook for Windows/Mac with a Read Receipt. On the Outlook for Windows ribbon Options tab there’s a ‘Request a Read Receipt’ option. So, you want to occasionally receive a notification that someone has read your e-mail because you know that certain person at the office will procrastinate on stuff and then try to say 'E-mail? What e-mail? I didn't see any e-mail.' With a Read Request, you can effectively handle their excuses and prove they did read it!
Anyway, getting a Read Request on every e-mail is a good way to overwhelm your Inbox and going into Outlook's main options every time and turning the master setting on and off is not a good use of your time.

Step 1: Read Receipt - Outlook 2003

Before you send your e-mail message, go to 'View,' 'Options' and then select 'Request a Read Receipt for this Message.'

Then, click 'Close' and send your e-mail message as usual.

    Only shortcoming is the 'certain person' can click 'No' to confirm the read receipt.

    You can actually change the settings in Exchange so the user doesn't get the option to confirm a read receipt and automatically sends it :-)
